In 1849, Bakersfield became the capital of Kern County after it was chosen over nearby Sacramento because its government could provide needed goods to help finance settlers' journey from Utah across Mexico into Californias Great Basin region. A year later, it hadgrown sufficiently that it elected its own mayor and first congressional representative; both men were James Fenton who served from 1861 to 1865 and Hiram Sibley who served from 1865 to 1870. Salt Lake City moved out of Bakersfield after that period; however, some LDS missionaries continued to live there until they left for good in 1909 when all missionary activity ended in California due to state prohibition against polygamy then under debate but soon passing under full implementation by US president Grover Cleveland's administration – effective January 1st 1893().
