At first grantees were Franciscan friars; later came missionaries such as José Joaquín Balboa y Cisneros who served from 1795 until his death in 1830. On July 4th, 1828 Governor Manuel Micheltorena issued a proclamation designating Rancho Santa Anita (now part of Westminster) as an adobe mission with exclusive jurisdiction over Indians within its boundaries . A year later on October 12th following another proclamation designatingMission Dolores (partly inside modern day Redding) unincorporated territory surrounding Rancho Santa Anita as part of Alta California . In 1840 two thousand acres were set aside for cattle grazing on what is today’s University Boulevard west side near West Point Road/Highway 58 intersection while remaining unincorporated Territory east side including present day Azusa Town Center
In 1871, Azusa was founded by the father and son of American missionaries, John B. McAllister and James A. Pearce. The town received its name from a Native American word meaning "place of fruit trees." In 1923, the city was incorporated as a city with a population of 25,000.
