Avenal was founded in 1871 by men from Bakersfield and Tulare Counties as a cotton plantation town. In 1903, Avenal became the county seat of Kern County after it was relocated from Bakersfield. The city's growth has been characterized by two waves of immigration: Mexican settlers who arrived during the early years of Avenal's existence and American farmers who began to arrive during the later decades of its development. The first wave of Mexican immigrants came during what is called "the Tulare panic" of 1892 when prices for agricultural goods went up so high that many small farmers could not afford to pay their debtors and failed to produce crops. Many did not survive because they were unable to attract enough capital or find other opportunities in America which offered more profitable returns on investment than farming in Mexico City at the time. As a result, few Mexicans remain living in Avenal today; most have either moved away origrated to other parts of North America. The second wave of immigrants arrived during World War II when many American farmers decided that they could no longer continue producing corn and other goods grown in Mexico because Of wartime shortages created by Nazi Germany and Japan embargoing U.S.-grown food products exports (specifically soybeans). Consequently, many Mexicans decided to move into America instead – some settling permanently while others moving intermittently until eventually becoming naturalized citizens and contributing significantly to local populations over time.
