Avenal, California is a small town in Kern County, California located about 20 miles northeast of the city of Los Angeles. It was founded by Johansen and his family in 1887. Avenal has a population of approximately 1,500 people. The first gun protection law in Avenal was passed on December 6, 1911. At that time, there were no regulations governing firearms within the town limits. The Gun Control Act of 1934 brought new regulation to the area and made it a required safe harbor for all dealers selling firearms. On October 26, 1938, the City Council voted 3-2 to pass an ordinance regulating carrying pistols without permits or special licenses inside the town limits. This ordinance became effective on November 8th and froze all pistol licensing procedures until such time as further regulations could be passed by the city council. On July 10th, 1959, Mayor Roy Burns signed into law an ordinance imposing a $25 per month fee for each revolver carry permit holder within the town limits (this fee would later be increased to $50 per month). The purpose behind this measure was to finance gun control programs which had been ongoing since 1935. On September 16th of that year, another ordinance regulating handguns was unanimously passed by both houses of the City Council with only one dissenting vote. This ordinance went into effect immediately and placed all handguns subject to registration with the city government at a price tag of $5 per handgun plus tax ($35 total). This measure also authorized confiscation proceedings should any firearm not meet certain criteria be found in violation of federal law or municipal ordinances

The village was founded in 1876 by James H. Self and others as a stop on the Santa Clara River Railway. It became an incorporated town in 1903. Avenal is one of 13 townships in Mendocino County and is part of the Ukiah-Pleasanton-Napa Valley census area. The first inhabitants of what is now Avenal were Native American Cascades who lived near present-day Ukiah and Pleasanton before moving south over time to this area around 1800 BC. In 1876, James H. Self and other pioneers came from San Francisco to found the village on the banks of the Santa Clara River where they built several homes and stores. The railroad arrived soon thereafter and made it easy for residents to get to work in nearby cities such as Oakland or Sacramento. Avenal's growth was rapid during World War II because its location made it an ideal place for munitions production; during that time, many factories were built here including Bechtel Corporation's Ukiah Works which manufactured tanks, planes and other items for use in WWII. After World War II ended, Avenal experienced a period of decline which can be seen today with few businesses remaining open within the community limits while newcomers replaced some longtime residents who had left due to economic reasons or social changes brought about by outside forces (e instance new subdivisions being developed adjacent to older ones).
