Atwater is located on the eastern edge of Pomona and its metropolitan area has a population of 1,695,000. It is bordered by Claremont to the south and east and Porterville to the north. The first people to live in what would become Atwater were members of the mission Santa Clara de Asís community which was founded in 1827 near present-day Claremont. In 1851, postmaster General John C. Frémont surveyed what would become Atwater and named it after himself as part of his efforts to name all of San Bernardino County after him. In 1865, Atwater became an incorporated town when it absorbed parts of Porterville and Claremont. The city limits grew around these communities until they reached their current boundaries in 1923 when Claremont withdrew from incorporation while Porterville rejoined following a change in county government. In 1960s, development began focusing on citrus groves due to new technology that allowed for more efficient production than older methods such as handpicking fruit using handsaws or hammers; this led to job growth for many local residents including some who had been living outside the city limits all their lives.
