It lies on the eastern edge of the Bay Area and is bounded by the cities of Oakland to the east and San Francisco to the west. The Atwater Shipbuilding Corporation was founded in 1911 by American naval officer Alfred Thayer Mahan with his brother-in-law Edward Beattie. In 1922, Atwater became one of two companies (the other being Los Angeles Shipbuilding) that produced ships for World War II under license from General Motors. The company built USS Hornet (CV-2), USS Lexington (CV-9), USS Yorktown (CV-5), and USS Enterprise (CVN-6). In 1951, Atwater merged with its competitor Los Angeles Shipbuilding to become one of America's largest shipbuilders. For many years, Atwater was a leading shipbuilder in both world wars; however, it has since shrunk significantly due to competition from Japanese navies and builders such as Mitsubishi Heavy Industries. In 1984–1985, Atwater participated in an experimental project led by US Secretary of Defense Robert McNamara called "National Aeronautics and Space Administration Research Project 5132" which aimed to develop technologies for reusable spacecrafts. The current president and CEO at Atwater is Jeff Skilling who also served as CEO at Enron before that position at Energy Corp., where he helped lead efforts to reduce energy costs across all businesses including electricity generation, transmission & distribution systems investments etc..
