Atwater is located on the Kern River and is part of the larger metropolitan area of Bakersfield. The city was founded by George Atwater in 1879 as a small water wagon stop on the riverbank near present-day Bakersfield. By 1900, Atwater had a post office and two businesses: a store and a flour mill. In 1915, George Atwater's son Orville W. Atwater Jr., founder of Southern Pacific Railroad, began construction of the first major railroad line in Kern County. The line ran from Bakersfield to Atwater and connected with Northern Pacific Railway at Needles Station before being extended to Rosamond in 1922. The city has seen many changes over time, including its annexation by Bakersfield in 1959; its incorporation as an incorporated town in 1966; its annexation by Kern County as an unincorporated community in 1984; and its designation as a county seat for Kern County on July 14, 1999. As of 2010, there were 54,754 people living within the city limits of Atwater proper (the unincorporated community). Of these residents, 27% were Hispanic or Latino origin; 41% were white non-Hispanic residents age 25and older; 9% were black non-Hispanic residents age 25and older; 5% were Asian American residents age 25and older; 3% were Native American residents age 25and older; 1% was from other races/nationalities age 25and older; 2% lived below poverty level (less than $25 per day); 6% lived inside any other type of institutionalized group such as prisons or mental health institutions

Atwater is a city in San Bernardino County, California, United States. The population was 24,715 at the 2010 census. Atwater is located on the eastern edge of Riverside County and is bordered by the cities of Riverside and Corona to the south, Palm Springs to the east, and Cathedral City to the north. The first Europeans to visit Atwater were American fur trappers who set up camp here in 1821. In 1835, John Sutter founded Sutter's Fort at what is now downtown Atwater after conquering Rancho San Bernardino from Pueblo Lassen y Crespo. The fort served as an outpost for traders traveling between Bakersfield and Sacramento before eventually falling into disuse in 1847. In 1861, following the Mexican-American War and during an era when Southern California was becoming increasingly Republican-controlled due to its proximity to Mexico City, Governor George Tilden called for proposals for a new county seat in San Bernardino County because he believed that Orange County would be too Democratic-leaning. One proposal put forth by Samuel Morse included making Atwater part of what would become Riverside County; however this plan was not accepted by then-Governor Goodwin Lyon due to objections from Mayor James Wolkinton (later Sir James Wolkington). After much lobbying by various businesses and citizens within Atwater itself (including fellow businessmen John D'Angelo & Lorenzo Dow), On July 12th 1860 voters approved a resolution creating Riverside County with its current boundaries including most of what is now Riverside County as well as parts of adjacent counties: Kern (to the west), Los Angeles (to the north),San Bernardino (west of Joshua Tree National Park), Ventura (east of Redding) and Santa Ana (northwest of Downtown Los Angeles). Following World War II many people moved into central Irvine; however Atwater continued experiencing rapid growth which reached its peak between 1960 and 1970 with a population over 60,000 residents. This growth slowed thereafter as stricter zoning regulations passed which limited development opportunities near water bodies such as beaches or open space. However since 2000 there has been some resurgence in redevelopment around Anza Bayou due in part to increasing employment opportunities near LAX Airport during both holiday seasons (+10% year-over-year unemployment rate) coupled with increased interest from developers looking for density in areas lacking access to quality neighborhoods like Anaheim Hills or Newport Beach
