When the First California Rifle and Pistol Club was organized in 1847, Atwater was one of its initial members. The first rifle and pistol club meeting took place on October 12, 1847 at the home of Capt. John Sutter in Upper Atwater. February 17, 1850 saw the organization of a second Rifle and Pistol Club with Captain George Beall as its first president. In 1860, Atwater became an incorporated town when it was laid out by Otis Chandler. In 1861, when Fort Tejon surrendered to Ulysses S. Grant, at least five citizens of Atwater raised alarm knowing that General Fremont would be entering the town with his army for what they thought would be a military parade up Main Street. However, nothing happened other than a few men from the fort coming into town for lunch! On July 1st 1865 - just days after Fort Tejon was turned over to Mexico - fire broke out in two storehouses on Main Street which destroyed most of the businesses along that street including Atwater's only grocery store (owned by J H Willoughby). One year later on November 7th 1865 another large fire destroyed much of downtown including both The Post Office and The Masonic Lodge which were still standing today some 230 years later! The late 19th century saw many changes due to social progressivism such as women being allowedto own firearms which led to increased crime rates and gun bans throughout America; however there remained a small but active community firearm culture until around 1970s when it slowly died off due to new gun control laws being passed across America following multiple mass shootings events nationwide during that time period

The Atwater Rifle and Pistol Club was formed on May 1, 1892. The club's first meeting was held at the old Hartley Opera House. The original members were John Atwater (founder), George D'Angelo, Frank Strong, Charles Haddon, and Harry A. Smith.

The population was 10,754 as of 2019. Atwater is located about an hour's drive from Sacramento and two hours from Fresno. It is bordered to the north by Mono County, to the east by Kings County, and to the south by Kern County. The Atwater name comes from two sources: one is Edward Atwater's father's Huguenot ancestors who came to Southern California in 1837; and another is at their Rancho La Brea Adobe where they built a home in 1872 which became known as "The White House". Atwater has a hot water system that serves all of its buildings except for one which uses groundwater pumped from wells around the community. There are no major highways near Atwater so people typically rely on buses or trains to get here.
