The name "Atwater" came from the Atchison, Topeka and Santa Fe Railway's station there on its line between Southern California and New Mexico. There were also two small lakes near Byers Lake which served as water supplies for settlers until they could find more permanent homes. In 1874, Atwater became part of San Diego when that city formed from parts of Imperial and Los Angeles Counties. In 1916, it became an incorporated town with a Mayor and Town Council form of government; it changed back to an unincorporated town in 1978. In 1967, Atwater established itself as a center for technology industry with the establishment of its own high-technology park called Silicon Valley Southtown Center (SVTC). SVTC remains one of the most important economic engines driving Aspen Valley Economic Development Districts today.
