About 50 percent of those who leftarroted Atascadero were men; women usually stayed behind with their children or husbands working on farms outside the city limits during this time period (the exception being one woman who decided to take up residence within city limits)). At this point most people living within city limits had either abandoned their homes or been forced out by war or poverty conditions inside Mexico City itself. A few women however decided it would be better for them live close enough so they could participate fully in both cultural aspects of Mexican life as well as provide support for their male counterparts when needed (e.g., cooking food for soldiers). A new irrigation system named Coyote Mountains Project was built between 1922 and 1925 by Don Emilio Escobar to provide water for farming communities in central San Diego County as well as irrigate wilderness areas east of Interstate 805 near Scripps Ranch National Monument adjacent to La Jolla Village and Point Loma National Monument between 1923 and 1928; these projects also improved transportation options for farmers around this time period including Route 66 which crossed Coyote Mountains Project land from Southern California into Arizona Territory concurrent with I-805/I-15 corridor linked Mexican towns just south of Interstate 805 where trucks could pick up passengers at a landing located about two miles east of Coyote Mountain Parkway off SR 42 just past milepost 283 when accessing points east or west of Interstate 805 along today's US 6 realignment . On January 5, 1952 local voters approved Measure M which proposed setting aside a half million acres (1 km²) within various rural unincorporated areas lying east and southeast of downtown San Diego for educational purposes: these lands became known as East Valley Regional Park District boundaries later changed due to annexation by other municipalities over time including Vista del Rey Municipal District; this proposal failed passage by then - 1st Legislature but succeeded passage by 2nd Legislature which designated portions currently within city limits as park district boundaries effective March 17, 1957.)
