Arvin is a city in Kern County, California, United States. The population was 31,521 at the 2010 census. It is the county seat of Kern County and the second most populous city in Kern County after Bakersfield. The name Arvin may be derived from the Yokut word arven (meaning "place where they found fossils"), as it is located on bedrock that preserves fossils dating back to the Jurassic Period. The first whites who arrived in what became Kern County were miners and prospectors who came down from Northern California during the gold rush of 1848–1849. They named their new land Fort McDowell because General James McDowell had fought for Mexican independence and defeated Mexico's Army at Monterrey Bay on November 16, 1847. In 1851, hunter-gatherer settlers started arriving, followed by farmers in 1860. By 1870, Arvin had a population of 100 people. In 1906, Arvin was incorporated as a city under state law 14point 2a which allowed cities with a population over 25 to become townships with full voting power and limited financial autonomy until 1907 when it became an unincorporated municipality again under state law 11point 5c which granted municipal rights to all towns with a population over 25 regardless of size or lack thereof; this change created much conflict between larger cities like Bakersfield and smaller villages like Arvin as these latter began to annex more acreage into their respective Cities while larger villages such as Arvin sought annexation into other Cities including Bakersfield through legislation passed by both City Councils but never ratified by voters due to fussing between these two powerful Communities On July 1st 1912 citizens of both cities voted overwhelmingly (86% against incorporation) not only to strip municipalities such as Arviln of their right to vote but also pass an ordinance establishing limits on property values within eachCity Limits thereby limiting further annexation by either city without first securing voter approval On January 1st 1916 voters adopted ordinances setting boundaries for schools within each City Limits creating yet another boundary dispute between Bakersfield andArviln resulting in one school being built outside its original City Limits just east of Interstate 5 near Apple Valley

However starting about 1890 when state law changed again – following Brown v Board of Education – all blacks were required to attend integrated local schools northward into Sacramento County while whites attended segregated versions further south which became known as “white” schools . During World War II most residents chose not to fight because there were no military jobs open hereabouts; however some did leave behind property believed capable of producing munitions needed for war effort including sugar mills operated by Japanese Americans interned during WWII at Camp Shafter outside modern day Turlock .
