Arcata, California is a town in Contra Costa County, California, United States. The population was 23,521 at the 2010 census. It lies on the eastern edge of San Francisco Bay and is the county seat of Contra Costa County. The first guns were made in Arcata by Jesse Barnes in 1876. The first gunsmith in Arcata was Tom Ladd and his son John Ladd. In 1886, Alameda County served as both counties until 1971 when Contra Costa County was formed from parts of Alameda and Marin Counties. In 1906, Arcata became part of the newly created City of San Francisco which also included most of Oakland and much of Berkeley. Shotguns were not regulated until 1907 when city ordinances were passed regulating them with a limited magazine capacity (6 rounds). Rifle barrels started to be produced there beginning around 1914-1915 with some going as far back as 1875-1876 by George Fenton who had a shop at 5th and Market Streets near downtown Arcata where he manufactured rifles for use by the US military during World War I One reason rifle barrels began to be produced here may have been because GeneralJohnJFoust had an armory building on Mission Boulevard just east of downtown that he could use for production purposes as well as storage for handguns being imported into the Bay Area from Mexico . He also leased space at 4th & King Streets where pistols were also manufactured

The first European to visit Arcata was Captain George Vancouver on February 12, 1795. He named it "Vancouver's Bay" and recommended its location for fur trade with the Russian Company in 1804. The town started as a small country hamlet called Healdsburg on an agricultural rancho belonging to José Joaquín de Urquiza y Costilla in 1835. In 1848, when California became an American state, Arcata became the county seat of Santa Cruz County. In 1870, the U.S. Grant land grant of Rancho San Pablo included what is now Arcata and parts of today's Klamath Falls and Eureka valleys west of Hwy 101 (the modern day arterial road). The grant was given by President Ulysses S. Grant to John Sutter for his Donation Land Act which he had championed during his term as Secretary of State under Presidents James K. Polk and Franklin D. Roosevelt The town got its start as a stagecoach stop on Stagecoach Road southwest of Healdsburg before becoming known as one of the fastest growing towns in America due to its natural resources: oil wells near Geyserville along with lignite coal mines located around present day Redwood City and Eureka east of I-5 within easy driving distance from Arcata itself Arcata grew rapidly due to two factors: First were new roads being built throughout Northern California by General George Armstrong Custer during World War I which connected rural areas into largerropolitan areas; second were new minerals discovered such as oil shale near Geyserville which made Arcata an economically important city The first post office opened in 1865 and soon thereafter businesses sprung up including inns, grocery stores, lumberyards and flour mills all catering to travelers passing through or doing business in nearby San Francisco President Ulysses S. Grant issued a proclamation creating grassy knoll Regional Park northeast of downtownArcata in 1876 following his visit there while he toured Northern California . This park includes portions today known as Old Town Square (northwest corner), Geyserville Square (southwest corner) & Golden Gate Park (east side) . In 1888, two years after incorporation came about locals petitioned for annexation into Contra Costa County after seeing how quickly their neighbor Berkeley had grown thanks largely to influxions from outside sources including workers at Western Electric who moved there from San Francisco By 1890Arcata boasted over 100 businesses plus several high schools , churches and other public buildings
On October 20, 1846, California became a state when it was ratified by the United States of America. The gold rush that followed soon made Arcata a hotbed of activity and the town quickly became known for its prosperous businesses and cultured residents. The city's natural resources drew hungry settlers to its outskirts in search of fertile land to farm, butArcata also boasted primary industries such as printing presses and leather tanning. In 1868, the first railroad reached Arcata and the town quickly grew into an important transportation hub. By World War II,Arcata had become one of Northern California's major cities with its large shopping districts and bustling downtown district. The city experienced significant growth during the 1960s through the creation of new suburbs that sprang up around it. However, following a series of devastating fires in 1984 and 1992 which left many buildings vacant and derelict, Arcata started to experience financial trouble. In 2001, Arcatta-based Pacific Gas & Electric Corporation merged with Southern California Edison Company creating what is currently known as PG&E Incorporated. This led to increased competition from energy providers in Northern California which has led to increased prices for services such as power and water while also reducing access to affordable housing
