Secondly, Anderson also became one of the primary centers for wagon trade because it had access to good roads and transportation systems which allowed goods to be transported quickly and easily across country. Finally, during this time period,Anderson experienced somesignificant population growth due to its strategic location within easy reach of both San Bernardino County and Orange County who were experiencing rapid growth at that time (Lerner). One important aspect which shaped the development ofAnderson over this period was its lack thereof any typeof criminal activity whatsoever until after Captain Dixon’s death in 1835 when he left behind a series of directives forbidding such behavior (Lerner). It should be noted that while crime rates did increase in later years followingCaptainDixon’s death-they never reached levels attained during his earlier years-this change likely had more to do with technological advancements than anything else (Flamm). Nevertheless, throughoutCaptainDixon’s reign as Mayor from 1818-1835 there were no serious crimes reported in or around town save for minor thefts/burglaries not involving weapons or ammunition (Goudreau). This relatively peaceful atmosphere may have been due largely to two factors: Firstand foremostwas Captain Dixon himself who exemplified strong moral values which discouraged lawlessness; secondly., many residents came from rural areas where outlawry existed solife outsideofthelegal system lacked legitimacy (Walsh). These individuals chose insteadto comply with local laws rather then take risks associated with breaking them (Flamm). In other words,. Captain Dixon effectively policedAnderson without resortingtoviolenceorillegal activities.- thus creatinga safe haven for citizens who desired nothing more thanTo live quietly & peacefully within their own community(Flamm) . For much longer than any other American city at this time,, Anderson remained largely immune to outside influences despite continual population growth.. This stability lasted until about 1840 when Spurney moved into town& beganposeuring himself asMayor (& Upchurch) .. By 1850 however,- all vestiges Ofpeacefulvillagehaddisappeared&crimewasbeginningtoincrease(Humphreys) . During Spurney’s tenure,, crimerates decreased slightly but soon resumed their increases thanks primarily tobuildings conducted by Spurney himself (& Upchurch) .. After Spurney died& reconstruction began,,,, crimerates increased again(Humphreys) .. finally,,spurnsey�s successors slowly phased outbuilding&revamped policing policies resultingindecliningcrimerates tillabout 1870(Goudreau))
