A major issue that arose during Nixon's administration was oil refinery construction proposals located just east of town center across Highway 1 from undeveloped public lands which has remained a source of contention between local residents and developers ever since with no resolution having been reached since 1990 despite several attempts by both parties including hearings before both houses of Congress sponsored by Senators Dianne Feinstein (D-Calif.) and Barbara Boxer (D-Calif.) ). On January 24th, 1990 an agreement was reached between ChevronTexacoUSA Incorporated (Chevron) representatives Stanislaus Bishop & Mohamad Yusuf Means via best efforts negotiator Jefferies LLP with respect thereto whereby certain properties located east off IH5 next to Dodger Stadium containing approximately 3 million barrels per day or 7%age thereof had been leased for development into an 8 million barrel per day petrochemical refining facility known as Northridge Refining Company Incorporated with primary production activities being refined oils but also dabbled in coke/propane production; this proposal had been opposed by many community members who felt their land would have been impacted most adversely given northridge's current environmental status reflecting high levels of pollution including light pollution reaching up into 100 mile radius
