Albany, California is a city in the Inland Empire of Southern California. It is located on the eastern edge of the San Gabriel Mountains and occupies part of what was once Rancho Los Alamos National Monument. The population was 382 as of 2010, making it one of the most populous cities in Los Angeles County. The site for Albany was first inhabited by Native Americans. The first European to visit the area was Spanish hunter Manuel Nieto in 1769. Dutchman Hendrick de Valk arrived in 1777 and claimed possession of the area. Mexican land grants led to more permanent settlements around 1836 when gold began to be found at Sutter's Mill and other sites nearby. In 1849, Albany incorporated as a City under Statehood laws passed by Governor José Antonio Pico Carrillo y Robles. The early years were challenging for Albany; it experienced several fires, floods, earthquakes, and economic setbacks caused by overpopulation and lack of resources. However, through hard work and determination, Albany rose from its humble beginnings to become one of Southern California’s most important cities during its time as an agricultural center and mining town. In 1907, construction began on what would become downtown Albany after a donation from local businessman Harry Kapp II allowed for the development of a new city hall complex on donated land near Sacramento Street and Main Street (now First Avenue). The new downtown included a movie theater (the first ever built in Southern California), public library (opened in 1912), post office (opened in 1913), six-story civic building housing both the police department and fire department (1913–15), two-story school house (1895–97), two block long square park with a large pond west side bordering residential streets that fronts University Avenue now housing courthouse annexes additionals buildings not related to early history such as bank tellers' offices etc., various churches dating back to pre-Protestant days with Sunday services continuing into today including St Andrew's Anglican Church built 1886 replaced 1903 Mother Roman Catholic Cathedral destroyed 1906 which includes replica belfry still standing) blocks away from then newly completed State Capitol Annex
