In 1911, Mayor George Papp took office and quickly recognized the need for more security measures surrounding City Hall and ordered Winkleman to continue building his safe deposit box inside City Hall – even though it was technically not authorized by law. In 1913, when World War I started and hostilities escalated throughout North America, Mayor Papp ordered Winkleman to stop construction on his safe deposit box inside City Hall because he feared it would be used as military barracks during wartime operations. While this experience has left Gomez feeling scared and vulnerable downstream from his interactions with law enforcement in California, it also has given him new insights into how important it is for immigrants like himself to be compliant with laws governing their behavior while living in America.

The first permanent white settlement was established in what is now Albany when Nikolai Nevsky and his band of soldiers from Russia established a fur trading post there in 1847. In 1861, following the Mexican-American War, it became part of California. In 1870, it was named for George Washington Albany (1784-1865), President of the United States from 1829 to 1837 and brother-in-law of John Quincy Adams.
