Albany, California is a city in and the county seat of Contra Costa County, California. The population was 105,824 at the 2010 census. It is located on the eastern side of San Francisco Bay. In 1846, at the end of the Mexican–American War, California was acquired as part of Alta California through the Treaty of Guadalupe Hidalgo. The City Council moved from its original location on Sacramento Street to Albany in 1852. After years of growth and transformation under various mayorships including that of Woodrow Wilson and John Fenton (1912-1915), Albany became an all-white municipality with a black mayor after passage of race riots ordinance which limited African American voting rights beginning in 1915; this changed following passage by Mayor Earl Warren (1946) of a voter’s bill making all residents eligible to participate regardless of race or color. On July 16, 2008, firefighters responded to a large fire caused by an arsonist who set several businesses on fire throughout Albany overnight for amusement purposes (). All three candidates running for seats vacated by Assemblymember Harry Nelson had won more than 50% support within 3 months leading up their respective elections however Price would win handily resulting in Nelson’s seat becoming effectively open once again allowing him instead to run unsuccessfully six consecutive times
