Albany, California is a small city located in Contra Costa County, California. The population was 7,814 at the 2010 census. It is the second most populous city in Contra Costa County after Redding. Albany was founded on November 12, 1853 by pioneers who sailed from San Francisco to Alameda Cove on foot and raft. The initial town site included only a few buildings and consisted of only a few families. The City of Albany became an incorporated city on December 6, 1911 pursuant to Proposition 3 of the 1912 General Election; it had been part of unincorporated Alameda County since 1853. In 1917 the City voted to annex parts of Richmond and Vallejo Counties as well. On January 1, 1951, Albany voters passed Measure A which annexed much of Oakland County including the cities of Orinda and Fremont; this annexation completed what had been proposed as three separate annexation proposals for Contra Costa County made over five years earlier by then-City Manager Harry Jahnke (1911–15). On July 1, 1967 Albemarle Heights Drive was dedicated as State Highway System Route 8 in honor of Mayor Edwin Wojniak who had pushed for its designation during his time as mayor from 1966 through 1971. The route runs along the former alignment of Broadway Avenue which paralleled Interstate 80 until it crossed into Contra Costa County near Hercules Airport before terminating at State Highway System Route 5 north of Antioch Township. On October 1, 1974 Albany voters approved an ordinance creating nonprofit organizations which could manage streets and sewers within the limits or annex adjacent municipalities with no vote by residents - this allowed for annexation by nearby Hayward withoutFirst amendment concerns raised about such actions by local residents It should be noted that while all three communities were annexed into Albany following passage of Measure A in 1951 there has never been any formal declaration or agreement between those communities and Albany - each community retains their own governing structure and governance laws even if they are annexed into larger municipalities
