This event helped spur commuter rail growth in nearby Emeryville which led to increased development in that neighborhood around Westlake Boulevard. To avoid potential flooding issues caused by heavy rains runoff could enter Lake Merritt through its narrow creek bed which had formed due to frozen ground water seeping from hillsides aboveground since ancient times; this situationolved when levees were built along North Beach Streets between Alma Street and Interstate 880 in order to control flooding during wet periods like wintertime or summertime thunderstorms etc.).
