The area now occupied by Alameda was first settled by Native Americans with confirmations dating back to 1776. The first permanent European settler was Manuel Nieto, who arrived on horseback from Mexico in 1818 and claimed Rancho Secundo on December 7 of that year. A map of 1821 shows three settlements: Spanish Town (now part of Fremont), Dutchtown (now part of Hayward) and Live Oak Creek Village (the present-day Civic Center). Mexican traders founded Mission Dolores here in 1836. Ulysses S Grant moved his headquarters from Sacramento to Alamo Plaza near Castro Street on May 30, 1846 following his victory at Palo Alto over Mexican forces under General Antonio López de Santa Anna In 1865, four years after California attained statehood, Alameda became a city with a population of only 500 people when it annexed some unincorporated land east of its current boundaries as part of an effort to increase its population density within limits prescribed by state law. In 1970, Alderman John24 Quinn proposed annexing all but two blocks southward from downtown; this proposal failed because residents expressed concern about how such a large change would be received and whether they could support annexation if they were not given some measure thereof increased development rights. In 1976 voters passed Proposition 3 which provided for an annexation process that would have served as an economic stimulus plan for the city including property assessment and zoning changes; however this measure failed to pass despite voter turnout reaching 70%. At about this time Mayor George Foster started considering creating mixed use districts incorporating businesses around new light rail stations or offices being built within new housing developments being constructed adjacent to those stations; however Foster's idea was quashed by City Councilmember Dianne Feinstein who felt that he did not offer enough benefits for annexation while also encroaching on her jurisdiction as mayor In late 1990s various proposals were made to create a park district specifically for Alameda properties within walking distance of BART terminals with varying degrees success culminating in the establishment in 2003 of Recreation & Parks District No 2 comprising 6 parcels adjoining downtown with plans for retail/office space along Route 8 between Broadway and 24th Streets BART Station complex Finally effective April 1st 2004 through $9 million appropriation from Measure R

The first European settlers in what is now Alameda were Spanish soldiers and missionaries who founded Mission San Jose de los Arroyos in 1776. The area became part of Rancho Suisun during Mexican rule. In 1846, following the Mexican-American War, Alameda was acquired by Texas as part of the Treaty of Guadalupe Hidalgo, and became part of new Mexico. In 1853, an act to create a town in Contra Costa County was approved by the California Legislature and signed by Governor John Cinque Ports. The townsite was named after Captain George Bass (1795-1868) who had explored and charted much of what would become Contra Costa County in 1824 while serving as captain general of Ulysses S Grant’s army during the Second Seminole War. The first post office opened in 1854 withCaptain James Fenton as receiver; it closed about 1907 because there were no mail services established between Oakland and Walnut Creek then inside Of Contra Costa County. From 1850 until 1860, Alma probated wills; from 1870 until 1880,Alma administered justice within gunshot range from her home on Winchester Road outside Albany Park east to where Buchanan Boulevard meets Interstate 580 just south of Hercules Drive (the old routing). A fire destroyed most buildings on Decatur Street near downtown Hayward before burning out all but one building at 6th Avenue & Harrison Street; this building still stands today (now used as a daycare). A second fire destroyed most buildings east side along Harrison Street between 6th Avenue & Douglas Road before burning out all but one building at 7th Avenue & Harrison Street; this building still stands today (now used as a daycare). In 1863 Colonel Robert E Talbot purchased land northwesterly along 12 Mile Creek from Juan Bautista Sanchez for $6000 which he developed into Elmira Township northwest of Walnut Creek which later became Fremont Township southeast thereof also becoming part of Sacramento County when that county was created from parts of San Joaquin Valley late in 1856 By 1893 only 4%ofAlamandas residents lived within city limits
The Alameda County seat of Contra Costa was first settled in 1853, when Captain John Sutter founded the town of Concord on the hills east of what is now downtown Oakland. The name "Alameda" comes from an early Spanish explorer and expedition's name for a bend in the river Delta near San Francisco: "Alegria", or "joy". The site of present-day Oakland was part of Rancho Alameda de Santa Clara, named after General José Joaquín de Arreguin, who acquired it from Governor Manuel Miranda in 1839. In 1851, the arrival of American settlers led to a proliferation of ranchos throughout California and Alameda County, with many becoming self-sufficient within five years. In 1868, Calumet Bridge was built connecting downtown Oakland with Contra Costa County. The bridge directly influenced future development as it linked two important county lines: one ran through downtown while another ran along the river bank west of Fremont. In 1915, Atherton Township was established within Alameda County and became fully independent in 1917. With growing suburbs annexing smaller villages until there were just seven municipalities left in Alameda County by 1960 – three cities (Oakland, Berkeley and Hayward), two agricultural counties ( Contra Costa and Marin) and four rural districts (Hastings, Livermore, Pittsburg/Bay Point and Union City). The population grew rapidly during this time due to new housing developments such as Jack London Square in Oakland and Midtown Plaza in Berkeley. Addition also came from Asians coming to Northern California during World War II as well as immigrants from Latin America who had arrived during the Gold Rush era. By 1970 there were more than 1 million people living in Alameda County; however growth stalled during the late 1970s recession which followed president Richard Nixon's crackdown on illegal immigration. As a result of these trends overpopulation became an issue for local politicians as well as developers looking to build more homes without contributing to local economies through job creation or tax revenues.
