Mayor Brown helped lead the charge against prohibition during his second term in office starting with Sacramento's passage of Proposition 19 which repealed all state alcohol laws statewide within two years effectiveJanuary 1st 1989 (the date when prohibition ended). This victory created much controversy among progressives across America who saw this legal victory as another step towards white control over Black lives nationally through prohibitionism while conservatives embraced repealismo (a pro-legalization movement). During Brown's final year in office he announced plans to re-open El Sobrante Boulevard which had been closed since 1984 due to concerns about public health hazards posed by homeless people living there despite numerous offers from local developers making amends totaling $100 million; however these proposals were quickly scrapped following angry protests from activists camped out along El Sobrante Boulevard throughout the early morning hours precisely because such measures would have resembled what many considered legalized racism .
