On October 20th of that year, voters passed a resolution authorizing construction of a new high school specifically for African American students within the boundaries of Little Rock School District. The new school opened on November 1st; it became known as "Highland Park High School". President Lyndon Johnson announce his plan to create colorblindness educationally required throughout America on February 4th 1968 while he was visiting Little Rock Schools District - which coincided with Highland Park High School's opening day - during a speech given before an audience made up entirely of black children from various inner-city zip codes across America listening via radio transmissions across state lines.
