The most common memory people have is going door-to-door asking if anyone knows where their family might be living because they don't see them anywhere around town anymore. The town of West Memphis, Arkansas is located in Pulaski County, Arkansas. The population was 2,869 at the 2010 census. It is the county seat of Pulaski County. The name for the town comes from a creek that flows through it and its namesake mountain. West Memphis was founded in 1871 as a small settlement on the edge of what is now Oliver Springs. In 1902, it became an incorporated village and in 1907 it became a town. In 1923, it merged with neighboring Benton to form a new city called West Memphis-Benton. In 1955, when Arkansas code changed to take effect following statehood, West Memphis lost its independence and became part of the newly formed Broadwater District government within the State Capitol complex in Little Rock. This arrangement lasted until 1960 when due to population growth within Broadwater District and changes in state government structure,West Memphis again regained local autonomy under a system known as mayor/council government with staggered term lengths beginning with one year for Mayor James Akins and continuing thru 3 years for Councilmembers Byron Dorgan (term expired), Lloyd Daniels (term expired) & Clyde Johnson (term expired). On February 1st 2006 voters approved an amendment to the Constitution of Pulaski County which granted voting rights to any citizen over 21 years old regardless of residency or citizenship status anywhere else in America without first obtaining a driver’s license or other appropriate documents demonstrating eligibility thereto including proof satisfactory to both Town Clerk John Whitehurst & myself that such elector has resided continuously therein since January 1st 2005 inclusive; however nosuch elector shall be able to vote until they provide such documentation by election day It should also be noted that this amendment specifically allows citizens age 21+ who have not yet obtained their driver's licenses or other appropriate documents demonstrating eligibility thereto*to vote if they have registered byelections held pursuant thereto*This change came about due largely because there were concerns that young people living outside contiguous states would not be able to get drivers licenses before 2020
