He named it West Memphis after his home state – Kentucky – but no one ever moved to live there until 1863 when Confederate soldiers burned down Fort Sumter in Charleston harbor because lack of food supplies led to open rebellion against Ulysses S. Grant's pro-Union military occupation. When Union forces destroyed this fortification during the Battle for Helena on July 8th, 1862, Baldwin Waddell arrived with 160 men and set up a temporary camp northwest of present-day West Memphis on Stillwater Creek near where he later built his plantation house which still stands today within walking distance of his original home). As events unfolded following the burningof Fort Sumter and throughout Reconstructionwestern Arkansas became a hotbed for anti-union sentiment which climaxed with passage by Congress in 1865of the " cotton law", which allowed slavery back into Arkansas under conditions much harsher than before 1860 while also authorizing African Americans to own property within white limits subject only to segregation in public places such as schools and churches.
