West Memphis, Arkansas was a small town in Pulaski County, Arkansas, until the early 1990s when its residents were displaced by the construction of the Interstate 15 freeway. The town's demise is largely attributed to economic difficulties that stemmed from the opening of I-15 and other development projects in West Memphis. Prior to I-15's arrival, West Memphis had a thriving economy based on agriculture and tourism. However, as population growth along I-15 led to increased traffic and pollution from nearby cities, those businesses began to fail. In response to this predicament, some West Memphis residents formed United for Rural Arkansas (URA) in order to advocate for better environmental conditions in their community. URA has since become an important voice within the ruralArkansas community and has helped lead efforts to protect local farmland and water supplies. The history of West Memphis begins with its namesake: William Nolen. Born in 1864 in what is now Wichita County, Kansas, Nolen emigrated with his family to Pulaski County in 1893. He worked as a laborer on a farm until he moved into industry at age 25 when he founded his own cotton gin business near the confluence of White River andArkansas Rivers. By 1906 Nolen had developed what would later be called "the original" west Memphis oil field; production started that year and continued until 1978. Between 1907 and 1918 Nolen served as mayor of downtown West Memphis; during his tenure he promoted civic pride through urban renewal initiatives such as street cleaning and beautification projects which improved public health and aesthetics around the city center. After leaving office he became president of First National Bank of Commerce (FNB), one of the largest banks in Arkansas at that time; FNB was later acquired by JB Hunt Financial Corporation (JBHC). During World War II Nolen served as chairman of both American Export Company (AEC) subsidiaries Northwest United States Petroleum Refineries Ltd., which was trucking gasoline eastward across America for munitions production,and National Gasoline Marketing Company (NGMC), which transported gasoline northward across America for use by Third Reich military forces engaged in combat against Allied forces including Canada’s Royal Canadian Air Force flying strategic bombing raids over Germany during World War II In 1951 Nolen donated land adjacent to Municipal Airport south of downtown West Memphis so that it could be used for airport expansion purposes; this dedication remains oneofNolan's most famous moments withinwestMemphis history After years of struggle URA succeededin convincing City Councilto approve a planto redevelop portionsofWestMemphis into an urban area knownas "The Zone". The Zone projectinvolved demolition/ reconstructionof numerous buildings within downtownWestMemphis includingNolan's former mayoral officesandStaples grocery storeon Elm Street; new housing developments were built along White River Road adjacent To Municipal Airport while commercial properties along Arkadelphia Boulevard were reoccupied by private individuals or developers who marketed them as "The Zone" areas .
