For several years after its founding, West Memphis functioned as a center for education and commerce. However, by 1861 it had become an agricultural outpost with only 2 residents living in self-sufficient dwellings styled "camps." In 1865 Union General Nathan Bedford Forrest laid siege to Little Rock and captured it; when he withdrew his forces most of Little Rock's citizens relocated to west Memphis where they enjoyed all the same rights as other Arkansans under Union occupation but without representation in either legislative or executive branches of government. 2 years later Illinois Senator James Buchanan visited Little Rock while on business trip through Arkansas; upon his return he announced plans for the statehood of Arkansas if it became a Ulysses S Grant preservesta

The local farmers produced corn, cotton, soybeans, dairy products, eggs, honey and other goods for sale throughout Arkansas and neighboring states. The Community-Based Agricultural Development Program (CBADP) was designed to help these farmers become self-sufficient through crop production and marketing techniques. The program helped these farmers learn how to produce food on their own soil using modern methods such as irrigation systems, herbicides/pesticides and fertilizers. Through CBADP programs such as this one, West Memphis contributed significantly to Arkansas's economic development during the early 21st century.
