Van Buren is a town in Clarke County, Arkansas, United States. The population was 2,827 at the 2010 census. Van Buren is part of the Little Rock–North Little Rock–Central Arkansas Metropolitan Statistical Area. The Town of Van Buren was established in 1872 as a result of the merger of two small towns: Bellefontaine and Osborne. It was named for General James S. Van Buren, an early settler in the area. The old high school closed in 1997 and was replaced with the new building primarily because it lacked enough classrooms for all of the students who wanted to attend it. For much of its history, Van Buren High School has been one of only two public schools open during regular business hours outside Little Rock; this policy changed when Central Arkansas Community College (LACC) opened their new campus just down the street from VHHS in fall 2006. Total household income ranges from $48K-$101K while median household incomes range from $51K-$128K; poverty rates are below 15%. The town of Van Buren was founded by Andrew Jackson on November 6, 1836, as a town on the east bank of the Little White River near what is now Fayetteville. The name came from President James K. VanBuren's brother-in-law, John Capps (1798–1875), who had earlier been elected as a Democrat to fill an unexpired term as governor of Mississippi and served two terms from 1830 to 1835. The first store in town opened on May 10, 1840; it operated under the name "Avery's Store". By 1860, there were five stores in town with a total population of about 30 people; all but one were owned by men. In 1865, Town Hall replaced the old courthouse which had been destroyed during the Civil War. In 1870–71, when Arkansas became a state under Constitution 4 § 1(a), local officials moved from their original location within the limits of present-day Pulaski County to that portion ofArkansas adjoining it on both banks ofriver Arkanese (the eastern section ending at Fort Smith and extending into Bryant County). This new administrative center for all southern Arkansas took office within three weeks after being established when Jasper Steele proclaimed himself president pro temporeofthe Senate without waiting for ratification by Congress or gubernatorial approval pursuant to Constitution 4 § 2(b). On October 9, 1901 – less than two years after enactment –VanBuren voters ratified Constitution 5 §§ 3 & 4 authorizing establishment within its limits of an airport serving both Pulaski County and Bryant County with scheduled operations beginning November 15th following receipt by FAA authorities thereof notification that such airport could be used only for air transportation purposes subject to regulation and review by said Authority….No Preliminary Development Plans having yet been executed or submitted thereto [were] possible until final action has been taken upon them…… Airport Development Plan No 1 finally submitted thereto states: That all necessary rights now vested in Mayor Ritchie pursuant to Resolution No 3963 passed Febuary 25th 1969 be exercised through him hereafter…and that he be empowered hereby direct all City Officials not hereinbefore mentioned excepted to cooperate fully therein
