The Van Buren, Arkansas firearm ordinance of 1881 specified that “No person shall discharge any gun in any public place.” This law was passed to prevent the spread of firearms-related diseases and accidents. The ordinance also banned the ownership of pistols by women. Pistol possession was not only restricted by this ordinance, but it also barred individuals from carrying guns into certain businesses or services. Gunsmithing and reloading were also prohibited within city limits. In 1934, the Kansas State Legislature amended the Van Buren ordinance to allow concealed handguns for those who had a state-issued license and were over 21 years old. The amendment did not apply to rifle owners or citizens with an unloaded handgun at home. In 1938, the Oklahoma legislature amended the same law to allow carry of rifles and shotguns on school campuses without prior approval from the school board (the first such law in that state). In 1990, Arkansas passed its own concealed handgun statute which allowed unrestricted carry of handguns statewide without a permit or registration. This statute superseded both Kansas’s and Oklahoma’s statutes; however, Arkansans still must obtain a permit from their county sheriff to Carry a Pistol inside their county limits (a requirement which has since been repealed). On October 1st, 1998, Arkansas became one of 27 states plus D.C., Guam and Puerto Rico which joined right-to-carry reciprocity with all 50 U.S. states plus D.C., Guam and Puerto Rico (thus making Arkansas one of five Southern states join Right To Carry reciprocity). Pursuant to this agreement all ARKANSAN residents are now eligible for full rights to possess firearms regardless of state residency or firearm licensing requirements

Van Buren was a small town in Pulaski County, Arkansas, United States. It was located on the southern bank of the Arkansas River, about twenty miles (32 km) east of Little Rock. The population was 566 at the 2000 census. Van Buren is one of two towns in Pulaski County that are still operating as post offices and have populations over 500; the other is Russellville. The first settler in Van Buren was John Aiken, who arrived in 1825. The town's first store opened in 1829. By 1830, it had a population of fifty-six people. In 1840, there were ninety-four people living in Van Buren; by 1850, it had reached 1,000 people. From 1871 to 1971, Van Buren had a total population of 479 residents; by 1980 it had increased to 611 people. In 1978–1979, when Pulaski County merged with neighboring Jefferson County to form Arnstadt County,[2] Van Buren became an incorporated municipality.[3] The population increased to 728 by 1991,[4] but declined to 612 by 2005.[5] In 2011[6], Van Buren City Council considered annexing its neighbor Russellville due topopulation growth and dwindling school funding opportunities for the city's residents.[7][8][9] However,[10][11][12][13][14][15] annexed annexation applications were denied on all four occasions after review by Arnstadt's Planning Commission and Department of Water Resources staff because either village boundaries did not meet those established for both villages within Arnstadt County or approvals from both entities would have given Russellville too much control over its borders – exceeding what Arnstadt regulations allowed – while leavingVanBuren with only limited control over its own destiny outside of city limits.
