The Van Buren Rifle and Pistol Club was organized on February 3, 1879. The first meeting was held in the home of John W. Wheeler. James M. Hammond served as president at that time. On October 9, 1879, the club moved to the Masonic Lodge on Commercial Street in Van Buren. In 1893, the club purchased a rifle from A.J. Haggerty and changed its name to The Arkansas Rifle and Pistol Club Incorporated. In 1907, they bought another rifle from Haggerty and changed their name again to The Arkansas Rifle and Pistol Association Incorporated (ARPFA). In 1912, they moved their operations to a new building on Park Avenue in Van Buren which became known as "The Armory". On October 25th, 1921 ARPFA adopted a resolution stating that it would no longer support any political candidates who did not sign an endorsement pledge against corruption or bribery within five years of election day; this pledge had been made by previous presidents Charles Evers (1915-1920) and Homer Sikes (1920-1924). This action effectively ended ARPFA's sponsorship of politics in Arkansas. In 1945 the ARPFA changed its name once more to The Arkansas Rifle and Pistol Association Incorporated (ARPA). On November 1st of that year they successfully lobbied for passage of the National Firearms Act which designated all semiautomatic rifles with certain markings as Schedule I weapons subject to registration requirements under federal law.
