Van Buren is a small town in Pulaski County, Arkansas, United States. The population was 1,711 at the 2010 census. It is part of the Little Rock–North Little Rock- Central Arkansas Metropolitan Statistical Area. The first white person to live in Van Buren was James Campbell who arrived in 1819. He built a cabin on the east side of the river and named it "Campbell's Ferry". In 1838, John Coker settled on what is now Main Street in Van Buren and founded the courthouse there. After several years of construction, Coker's store and home burned down in 1842. The only other building standing today is the post office which was built in 1904. In 1861, Confederate General Pemberton ordered Union General David Ewing to march into Pulaski County with orders to destroy all orchards and plantations owned by African Americans living therein without warning their owners or allowing them time to evacuate their property. Ewing refused to obey this order and instead drove his army into camp near present-day Van Buren where he began drinking heavily and propositioning women for sexual favors before finally retiring for the night early next morning. On hearing about this event from his troops, Union General Joseph Wheeler ordered his army into action resulting in an embarrassing defeat for Confederates at Battle of Pea Ridge which ended any hope of ever unifying Tennessee against northern forces under Ulysses S Grant. In 1865, as Reconstruction approached its end, President Abraham Lincoln signed Executive Order 8802 providing all citizens of slaveholding states with four months' notice prior to her freedom being granted if she continued owning slaves; free black citizens were also given one year's notice should they wish to remain free but could not keep their property unless bought out by local whites). At that time only 3% (less than 10 families) of Van Buren residents were black while 95% were white; however following emancipation more blacks arrived until by 1870 just 12% remained within the town limits while almost 60% had left for good due mainly to poverty or war service opportunities outside Arkansas After Reconstruction ended effective November 15th 1865 all white people must vacate any buildings occupied during that period so plans are currently underway for a new courthouse/ library complex located across Commercial Street from current city hall which would be completed Spring 2020 . trash collection has also been moved from old landfill site across street from city hall towards new facility which will provide much needed clean up resources after years of sitting derelict
