In 1976, Comprehensive Plan No. 2 was adopted which called for increased development within Downtown Siloam Springs with mixed use zoning being adopted for both commercial and residential uses on Main Street between Third Avenue and Fourth Avenue; however this plan never came to fruition because no real progress was made until after Mayor Willie McGee's term ended in 1991 when he left office under pressure from developers who saw his tenure as ineffective in light of their efforts to build projects within downtown siloam SPRINGS boundaries thus violating City code ordinances forbidding any new development without active city approval or designation as a "commercial zone." In December 2007 it was announced that John Hennessey would be making an L-shaped investment proposal targeting property along Sixth Street between Seventh Avenue and Eighth Avenue - this proposal met resistance from residents due to fears that this would lead to more traffic congestion on Sixth Street while also increasing values along adjacent properties adjacent thereto thereby exacerbating already high housing prices within urban areas adjacent thereto although there has yet to be any concrete evidence demonstrating either aspect of Hennessey's proposed investment - finally on January 8th 2009 Hennessey withdrew his investment proposals pending further analysis following public outcry over various aspects including lack thereof; however these critiques have not stopped other developers from continuing plans for redevelopment within DowntownSiloamSprings boundaries despite longstanding opposition from neighbors As mentioned above DowntownSiloamSprings boundaries have been repeatedly violated by developers since Mayor Willie McGee's term ended thirteen years ago - some examples include: construction of a new shopping mall just outside city limits; addition of higher density residential buildings near existing schools/high schools; establishment of strip malls next door to existing businesses providing direct competition with neighboring neighborhoods; erection of large billboards advertising liquor stores directly across streets from homes - all without seeking or receiving active city approval or designation as "commercial zones" nor yielding any benefits whatsoever unto those living nearby... Historic Preservation Department staff continue negotiations with developer(s) interested in reviving old mill complex but no final decision has yet been made... Although much has changed since then including suburban sprawl encroachment into rural areas adjoining downtown silaamssprings boundary Attempts by preservationists to halt redevelopment are met with regular resistance... Despite protests inspired by upcoming movie 'Fruitvale Station', future growth prospects cannot be predicted given current zoning conditions
