O’Donnell remains the only African American to serve as Mayor of Rogers City since its incorporation as a municipality on July 1, 1949. In 1951, following Supreme Court rulings that incorporated all towns with populations under 10 thousand into cities within three years or be annexed by neighboring municipalities without such consent (i.e., Camden County Pueblo becoming Little Rock), Rogers City voted to become an independent municipality pursuant to state law passed that year by then Lieutenant Governor Jesse Pickens Johnson Jr.; it retained this status until full cityhood was granted on July 1st , 2009 when residents voted 3–0 in favor ratifying an amended charter giving greater powers to the city government including control over public works and zoning matters; more specifically authorizing it to levy taxes not authorized by state law governing cities with populations over 10 thousand . In addition , Comprehensive Plan Amendments were enacted ordinance amending zoning regulations effective January 1st 2010 authorizing increased density development along existing arterial streets through portions zoned for agricultural use adjacent thereto ; significant growth has occurred along Interstate 30 corridor within boundaries currently drawn bowels of older neighborhoods adjacent thereto .
