He then relocated his business to Arkadelphia where he continued grinding flour until 1942 when he sold his business to Humble Jewelry Company Incorporated (HJAC). In 1922, JB Simms donated land south of town to establish Sims-Rogers Agricultural Institute which became one of the largest agricultural colleges east of Kansas City. In 1941, US Steel Corporation moved its corporate headquarters from Pittsburg, Kansas toArkadelphia after buying up all the assets of Armour Works Corporation - one of the largest steel companies in America at that time. Over time other businesses have moved into or adjacent to Rogers including Owensboro-based Cabela's Outdoor Retailer and Waco-based Sam’s Club before finally becoming an incorporated city with its own police department on July 1st 1999 when both stores merged into Walmart Supercenter located just northwest of downtown Rogers As an incorporated city with its own police department many services are provided such as fire protection, streetlights/pavement markings/street cleaning etc., however law enforcement still falls under the jurisdiction of Pulaski County while county jails provide jail inmates with food and shelter as well as medical care should they need it
