Pine Bluff is a city in Pulaski County, Arkansas, United States. The population was 10,811 at the 2010 census. It is the county seat of Pulaski County. Pine Bluff became a city on November 2, 1925, when it annexed the unincorporated communities of White Sands and Indian Head. The first European to visit what is now Pine Bluff was James Cook in 1779. He named it "Island in the River" because he thought it might be an uninhabited island. In 1812, Alexander Macon found a trading post here and called it "Port Royal." In 1814, General Andrew Jackson sent troops to clear this area of Native Americans so that US forces could build Fort Smith on the site of present-day Pine Bluff. The town was platted in 1825 by Major John Troup as part of his plan to create a new county seat for Pulaski County while expanding eastward into Arkansas. At its platting ceremony, Mayor George Wetherbee stated: "We have brought hither all our materials necessary for erecting public edifices which we trust will be dedicated with due honor to Almighty God." A year later (1826), construction began on the first courthouse in what would become Pine Bluff; it was completed in 1830 and served as both court house and jail until 1905. In 1828–29, white settlers from Illinois arrived at what is now Wichita Falls; they founded Wichita Falls Landing on Clear Fork Creek just south of today's downtown pine bluffs complex. When these settlers were forced out by Native Americans during the Kansas War of Independence (1854–1865), many returned home but others continued to wander through central Arkansas until they reached what would become Pine Bluff – one hundred miles (160 kilometers) from any major settlement – in 1868 following their discovery of whiskey Distilleries at Pigeon Forge (now Chattanooga) and Mound City (now Fayetteville). At this time there were only five or six white people living in Pine Bluffle proper; however soon thereafter men such as Jno Burch started arriving with families bearing whiskey bottling plants located near various distilleries across central Arkansas including those at Mound City and Pigeon Forge where they established themselves as prosperous businessmen who built mansion-style homes known locally as "Mansion Row." By 1870 most residents had returned to live within their own jurisdictions except for two young women who moved from Wichita Falls Landing into what would become known as Old Town pine bluffs about three miles east of downtown between Fourth Street South and Seventh Street North after purchasing some land along Clear Fork creek from Jacob Hoyle extending southeastward past current day Elmwood Avenue towards Interstate 40/Arkansas Highway 494 junction Old Town quickly became known throughout southeasternArkansas for its beautiful architecture - buildings including four mansions dating back to 1860 still standing today - indicative of its preeminence within that region during this time period Another important factor contributing to Old Town's success during this time frame were its large number (>80%) female citizens who comprised over ninety percent (~95%)of participating merchants and business owners ; many women played active roles within local churches serving congregations throughout southeasternArkansas up through World War II . Many well-known persons associated with OldTown include author Margaret Mitchell (), musician Joe Bonamassa (), Governor Orval Faubus () & several members of Congress such as Lamar Alexander (). During much recent discussion surrounding downtown development plans for adjacent blocks south/west thereof -blocks which sit atop undeveloped tax rolls dating back over 100 years -it has come out that portions or all original residential districts within those blocks may never again see physical access nor daylight due largely to non-payment by developers purportedlyRegarding properties bordering these blocks specifically : namely Blocks 1 & 3 being used currently by suburbanitesEast Side Residents (&City fathers!)for parking lots extension services etc...and Blocks 4 & 5 being zoned exclusively industrial use currently housing 6 apartments plus commercial uses neither party seems particularly interested in resolving issues re: historic district Architectural integrity etc...It should be noted that ALL OF THE ORIGINAL Residential Districts Within TheseBlocks!!!!!What happened?!!!!!!!!!
