When World War II began, much of easternArkansas became occupied by Japan due to their campaign against America's allies; however, Pine Bluff remained neutral and did not participate in combat. Postwar development has included heavy industry including aluminum smelters and chemical plants; however, most recently primary emphasis has been on agriculture with several thousand acres devoted to cotton farming alone The community took its name from General James K. Polk who served as governor of Arkansas from 1867-1871 In 1898, during his first term as president of the United States Polk visited Little Rock where he delivered a speech promoting local education opportunities for African Americans (particularly girls) In 1960 President Eisenhower announced that all public schools within one mile of Interstate 30 would be closed due to lack of student enrollment

The community was founded by settlers from Kentucky in 1871. The first settler in Pine Bluff was John Hargrave and his family who arrived on October 10, 1871. They were followed by other families and businesses over the next several years; among them were Wm. Cope and Simeon Moody who operated a grocery store and post office at what is now 5th Street and Market Place NE in Pine Bluff from 1872 to 1886. Other early pioneers of Pine Bluff included: Isaac Fenton (1872-1874), Augustus " Gus" Weeks (1876-1911), Mose Allison (1878-1964), Geo Tilton (born 1880), Orville Nicholson (born 1881) – all men of means who built homes orchards or cotton plantations near downtown for their families or sold land to others for development. The area around Pine Bluff became known as "The Prominence" because it offered excellent grazing lands for cattle, sheep, horses and other animals that Kavanaugh Field had become famous for supplying across central Arkansas during the late 1800s until productionaperated by railroads in the 1930s brought competition that destroyed much of this market activity. In 1925 Judge James Burchill organized a group of citizens to purchase 3 square miles surrounding downtown from A & P Hardware Company owners Leland Ewing and Willis Hammond with plans to develop it into an agricultural center with stores, residences, etc.; but no such plan ever materialized although some efforts were made starting in the 1940s when local banker Edward Jinks donated land east of 7th Street NW between Park Avenue NW and Cedar Creek LaneNW which later became owned by Mayor Melvin Price after Price's death in 1987; pine bluffs might have been developed commercially if not for World War II which disrupted trade throughout much of Arkansas while also causing many homes along US Highway 70 to be taken down as part of building construction entailing destruction/damage often cited as one reason why little industry exists today within blocks bounded by those two roads approximately 100 years after they were developed! It should be noted that when I began writing this paper I discovered that someone living within blocks boundaries where commercial structures still stand has been actively involved with developing new business opportunities within that same vicinity since at least 2003 including developing property adjacent to Historic First Baptist Church located at 501 N Main Street - just feet away from where I am standing!
