Pine Bluff, Arkansas is a town in Pulaski County, Arkansas, United States. The population was 1,782 at the 2010 census. It is part of the Little Rock–Fayetteville Micropolitan Statistical Area. The town was founded in 1872 by brothers Edward and Alfred Pine. The name "Pine Bluff" comes from a grant made to them by President Ulysses S. Grant. The grant allowed them to build a cabin on their land and named it after General James Boggs, who had helped lead the Union Army during the American Civil War. A post office was established in Pine Bluff in 1875, and remained open until it was discontinued in 1916. A store opened in 1899 and continued operation until 1938; it was replaced by the present store which opened in 1978. In 1907, Alice Hinton bought land near what is now downtown Pine Bluff and began developing it into an area that became known as "Hinton Park". She built several homes there including one known as "The White House". In 1926 she donated land adjacent to her park for use as a public school; this school remains open today (now called PineBluff Elementary School). The town of Pine Bluff developed rapidly during World War II because of its proximity to munitions plants located throughout the region. Pine Bluff experienced significant growth during World War II when it became an important center for munitions production and military posturing within the warring states of Arkansas and Missouri. The city's economy shifted from manufacturing to service sectors following peace time until economic recession hit in 2008. Since Pine Bluff's incorporation as a city, its mayors have been: Walther Hagen (1907-1909), Arthur Fenton (1910-1920), Virgil Goode (1924-1928), John Gentry (1945-1950), Harry Dean Stanton (1960-1968), Russell Batson (1970-1976), Donnell Jones (1978-1980) and Tom Burton (1981). After serving two terms as mayor, he was elected to serve out his full four year term beginning on January 3rd, 1983 to succeed Harriet Tubman who had served two terms prior to that date. He was reelected every year until his death on December 8th, 2001 after which office effectively became vacant due to term limits set by then Mayor Donnell Jones who also died after only one term into office because he had already reached his limit set by ordinance passed by City Councilmember Harry Dean Stanton before he even took office due to health concerns related to advanced age
