The townships within Pulaski County were organized into townships on February 15, 1907 and as such have no internal government authority apart from that of their respective township officers. The first European to set foot in what is now Arkansas was Captain Pierre Le Moyne who landed at Touchstone Inlet on November 6, 1670 during his exploration of the Louisiana Territory. Heading south along what would become the Mississippi River he discovered what he called "Arkansas" on December 11th - this area later became known as North Little Rock or simply Arkadelphia due to its isolation at the time. The town site was chosen because it had a post office which functioned from 1827 until 1868 when it moved to Bentonville due to an act of congress passed that year which required all outlying posts be moved closer to central Arkansas for military purposes only (northwest Arkansas would eventually become part of Texas). It wasn't until after World War II that Arkadelphia's status changed again when it became home to North Little Rock Army Air Field - one of six airfields built by the United States Army during World War II as part of Project Mockingbird located near Pine Bluff, AR - although most residents still refer to themselves simply as "Arkadelphia". Today North Little Rock has a significant commercial and industrial base with various restaurants, garment stores and other businesses dotting its downtown streetscape; meanwhile east side residential neighborhoods continue to experience high levels of poverty and crime rates despite several years efforts by local officials to address these issues head-on. Despite some recent struggles however there are also many positive aspects associated with this small city including its rich history and culture which can be enjoyed by visitors regardless of their economic background or social location; there also remains a strong sense among many locals that they need nothing more than good ol' friends & family right here in their backyard!
