North Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 24,819 at the 2010 census. It is the county seat of Pulaski County. North Little Rock is part of the Memphis metropolitan area and is served by the North Little Rock Municipal Airport. The city was founded in 1907 as a small community on the north side of Arkansas River. In 1925, it became an incorporated town and was renamed for North Little Rock Railroad company president Frank W. Dixon Jr. In 1958, it merged with neighboring Hot Springs to form one municipality. In 1998, NorthLittleRock successfully sued Pulaski County over plans to build a $115 million Walmart store near its downtown business district – which would have destroyed much of what made the city unique and threatened its cultural heritage. The suit led to increased attention for local issues and helped increase voter turnout in November 2000 general elections that year that allowed for neighborhood referendums on various issues including whether or not to become an independent municipality; however, only two thirds of voters approved becoming an autonomous municipality despite this Measure V campaign slogan "An Independent Voice for Our Neighborhoods." In February 2006, Mayor John McKay announced he would not seek re-election due to health concerns; speculation began about who might succeed him given his predecessor's limited experience and lack of support from within the City Councilmember body; however no successor was nominated and no election occurred until May 2007 when Mayor McKay resigned effective immediately due to unspecified health reasons once again putting City Hall up for grabs among potential successors who were never able to win official endorsements from City Councilmembers before he stepped down - setting off another mayoral race which finally resulted in successful reelection by incumbent Artis Gilmore in October 2007 Today's economy is based primarily on services such as retail trade (the largest sector employing more than 50% workers), education/healthcare/administrative service (30%), manufacturing (+10%) and construction (+5%).
