Little Rock, Arkansas is a city in the U.S. state of Arkansas. It is the seat of Pulaski County and was founded on November 3, 1865, as Smithville. The population was 79,822 at the 2010 census,[1] making it the third-largest city in Arkansas after Little Rock and Fayetteville. The name "Little Rock" likely originated with its location on the Red River as early as 1819 when French traders found this area to be promising for trade with Mexico City. In 1836, General James K. Polk's forces moved into what is now Pulaski County and named it for General John Crouch Littlefield who had participated in their victory over Mexican troops at Palo Pinto Creek two years earlier. At that time, little evidence suggests that the current spelling of "Little Rock" emerged until around 1861 when a local resident taught his 6-year-old son how to spell "Arkansas". In 1865, Smithville was renamed Little Rock following Union General George Armstrong Custer's victory at nearby Fort Myer over Confederate General Robert Ewell during the Battle of Chickamauga Creek which helped solidify American control over East Tennessee and Georgia. After Reconstruction ended in1868, many African Americans fled from Arkansas because of white hostility towards them following policies implemented by President Andrew Johnson known as The Civil Rights Act of 1964 which banned discrimination against people based on race or color throughout America's southern states except for those states which had become part of the United States through military occupation since World War II including Arkansas. However, some African Americans returned to Little Rock beginning in earnest during Mayor James Beasley's administration from 1969 until his death in 1994 due to health problems caused by lead poisoning he contracted while living inside a high school built next door to White House Headquarters during that time period where Polluting Property Removal Company operated unregistered according to state law at that time outside of any major municipality limit then or now including Little Rock proper within limits established by Amendment number 4 passed by voters approved November 3rd 1965 readopted effective January 1st 1966 banning municipal ownership & regulation thereof polluting property removal companies were exempted effective July 1st 1966 allowing all businesses registered pursuant thereto prior thereto regardless deregistration effective September 30th 1966 Although Populous Property Removal Company continued operations unregistered until registration effective October 15th 1967 company ceased operations before May 1st 1971 operation being illegal pursuant to Regulation No 571 enacted December 15th 1960 targeting property removal companies not registered pursuant thereto prior thereto n/a
