Downtown LittleRock began growing rapidly following World War II with construction of federal housing developments such as Uptown Plaza and Park Lane along with larger stores and businesses opening up throughout the area including First National Bank Plaza which still stands today adjacent to Interstate 30 eastbound lanes near University Drive/Pulaski High School. The central business district had grown sufficiently by the early 1990s that it hosted its own annual meeting called "All That Jazz" where various small businesses could exhibit their latest products or services before large businesses from surrounding counties descended upon downtown for sessions lasting several days each summertime. By 1998 downtown redevelopment had stalled due largely to low demand from residents who preferred smaller side streets closer to I-30 than central business district amenities like restaurants and nightlife options which were available on more distant side streets off University Drive/Pulaski High School Campus
