Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 987 at the 2010 census. It is the county seat of Pulaski County. Little Rock was founded on November 15, 1907 by J. Edgar Hoover and other business people from nearby West Memphis, Tennessee as a small town called "Garland" after Garland Gibson, a local entrepreneur and rancher who donated land for the town. The first settlers were white men from Illinois and Indiana who came to Turner Valley in search of land to homestead. They found enough good land to live on but also faced many challenges such as an ongoing drought that caused crop failures and harsh weather conditions that made it difficult to get food for their families. Services like schools and churches were needed to help with social mores and culture while also providing economic opportunities for the community's residents. In 1919, when Little Rock became its own municipality under Oklahoma state law, it had a population of around 100 people. That number rapidly grew thanks to some strong civic leadership including Mayor William Hoyle and City Councilman Harry Weems who spearheaded plans for infrastructure development including waterfront improvements (now known as Promenade), fire halls (now known asCity Hall), public baths (now known asArkansas State Capitol Complex), stores (now known as Macy's) and even what is now referred to as "the center square." Most importantly though was the hard work of hundreds of individual citizens who invested their time into creating what is now one of the most vibrant cities in southcentral Arkansas – home to major employers like Wal-Mart et al., artsy boutiques like Studio 54/The Forum etc., world-class nightlife all year round with several dozen restaurants both locally sourced & chain-affiliated plus several hundred hotel rooms alone! As annexation into neighboring jurisdictions proceeded through court cases / municipal referendums / lawsuits - culminating with incorporation into Arkansas on January 1st 1959 - little has changed about how Little Rock functions today excepting perhaps slightly increased rates for some services due largely to increasing workloads associated with constantly expanding government services & programs which often put strain on already stretched resources!
