In 1928 Mayor John Hickey convinced state legislators to pass a bill granting cities within their borders autonomy with certain powers such as fire departments and zoning rules. The annexation of surrounding towns in 1964 led to increased population density in downtown Little Rock which caused problems for planners and engineers who were trying to make sense of how best to accommodate all those people without damaging or expanding old buildings or causing flooding at Union Station
