Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 41,813 at the 2010 census. It is the second largest city in Pulaski County after Fayetteville. The Little Rock metropolitan area has a population of over 100,000 people and occupies all of Pulaski County. The first European settler in what would become Little Rock was James Hogg on July 3, 1836. He and his family were farmers who built a log cabin near what would become downtown Little Rock on the site of present-day Central Park Drive. They named their new village "Hogtown" because there were no hogs around at that time. In 1839, John Atwater bought land east of present-day downtown from James Hogg for £50 ($100). He founded the town of Atwater's Landing on the Arkansas River to serve as a commercial center for settlers coming up the river from Texas and Mexico. By 1850, Atwater's Landing had a store (later known as Lowertown), three hotels (First National Bank Building & Hotel – now occupied by Walgreens), four churches (First Presbyterian Church & Methodist Episcopal Church – now Old Fort Baptist Church), two schools (Atwater's Landing School & First Baptist School – both now demolished), and six resident families. One hundred years later, in 1960, when Pulaski County was formed from parts of Ouachita andArkansas counties, Little Rock became its capital with an estimated population of just over 21000 people living in more than 122 buildings within Downtown limits including more than 50 high rise structures which dominate skyline views across entire metropolitan area including Interstate 20 between Downtown areas - covering nearly 1/3 mile width - each housing over 2000 persons or more! The success story continues today with development throughout Historic Downtown including extensive renovation/updates to many existing historic buildings resulting in increased office space availability combined with continued growth potential announced by current Mayor Tom Henry who commented "Downtown will continue to grow until we can't support it!" A Comprehensive Plan for Economic Development has been developed which outlines long term plans for revitalization including comprehensive analysis of downtown demographics; identifying needs; developing strategies; and funding opportunities

During World War II, Little Rock was one of several American cities that saw significant growth due to its military installation status: Fort Richardson (later renamed Fort Worth Army Medical Center), which housed 1 million soldiers and sailors; and El Paso Air Force Base, which served as home to more than 60 aircraft plants and supported a large number of Allied air forces duringWWII. However, both installations were closed following the war ending in 1945. In 1951, Little ROCK joined with other cities in Pulaski County in effort to form what would become known as The Ark Cities Consortium - an urban renewal initiative designed to create jobs and improve economic conditions for all residents within a designated downtown area using techniques such as zoning reform; public/private partnership; land acquisition/development strategies; community services programs; marketing campaigns; etc.. The consortium's first goal was to relocate those living in three blighted areas – Union City South (a white working-class neighborhood near Interstate 40); Pruittsville North (a black working-class neighborhood east of I-40 near ULM); and West End (a historic African American enclave located west of I-40 between US Highway 82 and US Highway 90) – into newly developed neighborhoods called "Downtown." Forward progress would be made through regular meetings with local business leaders (including mayors from surrounding counties), public hearings on proposed ordinances or projects affecting Downtown residents only if they were deemed necessary by city planners – something that had not been done before – held monthly Progress Reports/, critiquing plans submitted by developers who did not meet certain criteria including having existing property condition improved before construction began or meeting certain standards set forth by The Ark Cities Consortium staff! Additionally, there were also task forces formed specifically targeting various demographics within Downtown neighborhoods such as Hispanic descent living near Central Business District; single mother families raising children within walking distance from job market & library….etc.; low income families (~$24k/$35k per year) residing within 5 blocks north & south OF DOWNTOWN ; black gay couples (& their children) enjoying quality eveninglife just steps away from bars/restaurants…..the list went on….. ultimately results attained included: increased property values around Downtown due to improvements made during project period ($225M vs $118M pre-project ); creation/acceleration of over 100 new jobs since inception + an increase in retail sales around downtown totaling $2B since 2001 ; total tax revenue generated from Downtown operation exceeded expenditures budgeted for 3 years running…..Little ROCK has now become one of America’s most vibrant downtowns while still maintain[ing] some aspects traditional [Arkansas] culture………………………………………
