After Confederate forces occupied Fort Sumter on April 12, 1861,[1] General Robert E Lee surrounded and besieged Union forces at Little Rock for two weeks before withdrawing to Memphis due to fears of another attack from within Arkansas.[2][3] On December 1, 1865,[4] President Abraham Lincoln signed into law the act which created Pulaski County;[5][6] within Pulaski County were two towns: Arkadelphia (later renamed Pine Bluff) and Jacksonville (then known as Westville). On January 3, 1876,[7][8] Arkadelphia became the county seat when Jacksonville moved from Westville to Arkadelphia following its incorporation as a city by an act of Congress.[9][10] In 1886,[11] James "Pat" Tillman – who later fought for Southern independence during the American Civil War – started construction on what would become Tillman University in downtown LittleRock; this university would become one of America's most prestigious Historically Black Colleges and Universities (HBCUs). Tillman University remains active today with over 40 undergraduate degree programs offered across six faculties: Arts & Sciences*, Business Administration*, Education*& Humanities*. As one percent of all taxpayers in Pulaski County,[12],[13], Tillman University has long been able to contribute significant sums towards local government coffers through various tax breaks and other forms of financial support including but not limited to property taxes/renewal grants program[14],[15], special assessments levied against certain properties owner’s incomes abnormal levels or previous assessed values that exceeded their fair market value due bills paid by occupants only if such occupiers resided on such property prior to assessment date or they registered with assessor immediately upon sale/occupancy (* denotes departments currently operating outsource services where employees are receiving no regular paychecks))

Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 25,153 at the 2010 census. Little Rock was founded on November 3, 1865 by J.M. Smithers and W.J. Goodloe as the town of Fort Smith and was named for Major General James K. Polk who had fought in the American Civil War and later served as President of the United States from 1884 to 1889. The first post office in Little Rock opened on December 12, 1865 and was called Fort Smith; it closed on February 28, 1867 because of lack of mail traffic due to the then newly created Ulysses S. Grant Railroad running through town instead of going east-west along the Arkansas River like other local towns). In 1870 Little Rock became an incorporated city with a vote by its citizens; it did not become a state capital until 1907 when it was moved from Fort Smith to within Pulaski County limits pursuant to a act of the State Legislature which designated that county as being southernmost in area within Arkansas under federal jurisdiction (thus making Arkansas its legal home). In 1903 little rock hosted what is now known as "The Cotton Bowl Classic" between Texas A&M University and Southern Methodist University due to construction work on sectional railway line connecting Dallas, Texas (the home base for collegiate football) with Pine Bluff, AR concurrent with NCAA football championships scheduled at nearby Tulane University (then located in New Orleans) In 1938 both Little Rock High School and Central High School were built north of downtown Little Rock at what is now 15th Street & North Capitol Avenue while South Broadway Elementary School sat across North Capitol Avenue from Central High School until 1957 when it too merged into CentralHighSchool In 1962 construction began on Memorial Stadium which would serve as home field for both The Razorbacks (a national championship university wrestling team) and The Cowboys (a professional football team playing their first season in Little Rock), both teams becoming members of NCAA Division I-A thereafter before eventually moving to Arlington Heights IL where they currently play today On October 1st 2006 Mayor Jeff Stroud dedicated LITTLE ROCK'S NEW CONSTRUCTION CENTER - A PUBLIC LIBRARY AND RECREATIONAL FACILITY LOCATED ON THE BLOCK OF SOUTH BANK RD EAST OF THE CITY LIMITATION PARK - AS A RESULT OF $10 MILLION IN CONTRIBUTIONS BY THE COMMUNITY
