It is part of the Little Rock–North Little Rock–Arkansas City, AR Combined Statistical Area. In 1932 Jonesboro passed an ordinance annexing neighbouring towns of Arkadelphia and Hillsville to form a unified municipality with a population of 10,000 people; this annexation however never took effect because Arkadelphia refused to participate in municipal government without an equal representation provision and Hillsville rejected annexation proposal due to land values being too high). In 1946 the United States Supreme Court ruled that Arkansas municipalities could not be annexed without express permissive legislation from the state legislature; this ruling signaledthe end of any attempts by local governments to gain control over their own destiny outside of central government control. After years of decline during World War II (due primarily to lack of jobs) Jonesboro experienced a resurgence beginning in the early 1960s as manufacturing plants closed down and local residents started seeking economic opportunity outside of town limits while maintaining some degree of community involvement through organizations such as Veteran's Memorial Park Committee or Rotary Club (); these initiatives led to development around downtown which now has more than 12 businesses including two banks and four restaurants/cafes along with schools (three high schools and one pre-kindergarten). Jonesboro was founded by the Jones family in 1824. The town was named for General William "Bull" Jones, who led a military expedition against the Creeks in 1818. The first store in Jonesboro was built on the corner of Third and Main Streets by John A. Franks in 1827. In 1830, Judge James C.Crowell bought land south of Jonesboro and developed it into what is now known as Little Rock.
