Jacksonville, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 21,811 at the 2010 census. It is the county seat of Pulaski County. Jacksonville is part of the Memphis metropolitan area and it straddles the Mississippi River. The first European to visit what would become Jacksonville was French explorer Jacques Marquette in 1694. He named this spot "Natchez". In 1806, during the Mexican-American War, General Zachary Taylor landed his forces at Jacksonville on the south bank of the Mississippi River and began marching northward towards Mexico City. On May 1, 1810 he Siege of Jackson ended with General James Fenton's surrender at Greeneville Bridge after a three-day siege that left 150 dead or wounded and $2 million in damage done to property across four counties including Jackson (now Muskogee). In 1865 Union general Pemberton ordered all Confederate prisoners remaining in Arkansas be sent to Louisville for trial by court martial instead of being repatriated back to their states as ordered by President Abraham Lincoln under the Thirteenth Amendment due to concerns about possible slave revoltsshould they be released before their trials were complete. This order caused some people in northwestern Arkansas to rise up against their southern neighbors and riot on April 25th when Confederate officers were let loose from prison at Little Rock without charge or trial; this event came to be known as "the April Fools' Day Raid". The responsibility for these events largely fell on local men but there are still several community members who are held responsible such as Sam Houston who attended one of these pardoned officers parade through town uninvited wearing a white cockade around his neck which led many locals to think he was also Confederate officer pretending to defect so as not incriminate himself during future raids/uprising etc... On November 6th 1861 Governor Orval Faubus signed into law Arkansas Completion Act No 4 which provided for $3 million dollars in state funds available immediately upon passage from Congress for public works projects within Pulaski County including road improvements outside Jacksonville including new bridges over Blackwater River & White Bluff Creek just east of town center; this money was used primarily for construction within town limits rather than expanding into surrounding rural areas like most other Arkansans had hoped for given that private enterprise could not provide similar infrastructure upgrades without government assistance thus exacerbating social unrest among farmers who felt they were being taken advantage of while also contributing nothing directly unto state coffers directly... This act helped spur economic development within easternArkansas especially those parts near downtown where businesses quickly built up based off existing transportation links between east and west Pulaski County making it easier for workers commuting into central Memphis both day and night; business owners along I-40 became known as "The Stripes" because they operated out of hotels adjacent Interstate 40/I-55 interchange just outside town limits serving passengers travelling eastbound or westbound from Memphis International Airport... As more people reached out seeking opportunity ashore despite experiencing discrimination on land - both housing shortages led residents working waterfront jobs picking locks on ships coming into Mobile Bay - new demographics formed starting with African Americans working alongside whites picking cotton & other agricultural products before joining military service during World War II eventually leading some black families moving inland once again creating an estimated 100% black majority community today
