Hot Springs is a small town in Pulaski County, Arkansas, United States. The population was 2,569 at the 2010 census. It is part of the Little Rock-North Little Rock-southwest Arkansas Metropolitan Statistical Area. The first permanent settler in Hot Springs was Capt. Samuel Clemens in 1836. He and his family built their cabin on the site now known as Old Fort Clemens, which they named for General John Custer's old fort in Kansas City, Missouri. In 1849 Major General Nathaniel Lyon founded what later became Little Rock School District #2A and erected a schoolhouse near present day Main Street and Spring Creek Road. In 1865 Lt. Colonel George Armstrong Custer leased property from Honorable Amos Kendall for a military post to be known as "Clemens' Fort" (now Hot Springs). In 1886 Hot Springs was chartered as an incorporated municipality by Arkansas Territorial Legislature with purpose of providing water and sewer service to its citizens and creating an area for public recreation and growth through industries such as farming, manufacturing, sheep husbandry and tourism; it remained unincorporated until 1959 when it joined Pulaski County under one government organization system when all rural counties were combined into one state agency called the State Highway Commission; since then it has been managed by the city of Little Rock who operate basically just a park within walking distance of downtown while various other services are provided by various private companies which also maintain access to both surface water and groundwater sources that provide drinking water throughout most of Pulaski County including Hot Springs itself
