In 1907, the town acquired its current location and boundaries when portions of Addison and Newton townships were annexed to Hot Springs. The population peaked at 3,000 in 1920 but then declined to 1,500 by 1930 due to numerous rural residents moving into the city during that decade for economic opportunities available there. However, due to new industrial development near the city limits over that period of time, the population began to increase again beginning in 1960 until reaching 5,000 by 1990; however it has since dropped back below 4,000 most years with exception of 2001 when it reached 5,165 residents

The first post office in Hot Springs was established on July 7, 1892. The name of the community came from springs that were located near the original schoolhouse and store. In 1907, the idea for a hotel and casino came about due to an increase in visitors to Hot Springs from nearby Fort Smith and Arkadelphia. A $25,000 grant from General John Pershing helped finance construction of the first casino at what is now known as Black Mesa Resort & Casino. The first day of business was November 3, 1907. The casino featured slot machines, table games such as poker and blackjack, and a cocktail lounge known as "The Saloon". A race track was also built by developers on land adjoining the resort; it became known as "The Strip". In 1931-1932 Frank Haney ran unsuccessfully for Mayor of Hot Springs against incumbent James Ketchum with support from Governor Bullitt and others because he felt that Haney had been wronged by Ketchum's decision not to allow him to develop land adjacent to Black Mesa Resort & Casino which he considered his rightful rightfully share as mayor should have been given pursuant to law instead of being given away like other city officials who received no special treatment when their properties were developed despite objections raised by Haney himself Critics charged that this decision qualified as graft while supporters argued that it represented good government policy because it favored those who had money rather than those who didn't have money - effectively favoring older businesses over new ones at a time when many cities were focusing more on attracting new businesses rather than giving favorsitism or preferential treatment to old ones

It was established in 1892 as a small cotton town and grew rapidly due to its natural resources: hot springs and mineral water. In 1925 the city annexed part of neighboring Pine Bluff. As the result of annexations and mergers, Hot Springs has since become one of the most diverse cities in Arkansas with a large Hispanic and black population as well as an expanding gay community.
