One such initiative is the erection of a large arts center that will house both local music groups as well as international artists during winter months and offer educational programming throughout the year for students in grades pre-kindergarten through 12th grade from across southern Pulaski County or nearby counties including Rosendale, West Memphis, Arkadelphia, Rogersville and Carthage Heights schools. The town of Harrison was established in 1836, and it became a county seat in 1859. The first post office was established in Harrison in 1837, and the town's first mayor was Aaron Neely. The population of Harrison increased rapidly during the 1840s and 1850s, due to the opening of new mines and railroads. In 1856, the United States Post Office Department changed the name of the county to Benton County, in honor of General Albert Sidney Johnston (1814-1865), who had fought in the American Civil War as a general for Confederate forces.
