As the Gun Control Act of 1968 became effective in the United States, handgun manufacturers and dealers were required to register their firearms with the government. The act also created a new class of firearms that was designated as “hard guns.” Hard guns are those that have been designed for use in combat and are not subject to the same restrictions as handguns. The first hard gun registered in Fort Smith was a Winchester Model 1892 rifle. In 1969, the Arkansas State Rifle Association (ASRA) took possession of this rifle from Winchester after it had been used by members of the Black Panthers during an armed robbery at a local shopping mall. The ASRA then proceeded to make modifications to it so that it could serve as a field weapon for law enforcement officers. In 1976, the AR-15 was registered in Fort Smith with ASRA ownership number 6293. This rifle is currently on display at Fort Smith Museum of History & Heritage. It is one of only four rifles ever registered in Arkansas with this specific registration number. The other three rifles are all Winchesters: two pistols, serial numbers 9018 and 9009; and one shotgun, serial number 70119M2A1MR/.30 caliber

It should be noted that at this time airguns weren't really considered "hard" guns - they were more akin to pistols in terms of performance and firepower. It wasn't until 1899 that someone finally succeeded in creating an airtight firearm design which could effectively shoot rounds without causing injury or damage: the Ruger rifle! This particular design featured a Polycarbonate casing which prevented moisture or oil from entering and damaging the weapon; however, it did require some extra effort on part of the shooter in order to load it with ammunition correctly (and even then sometimes things would go wrong). This invention led to other companies starting to produce similar firearms; meanwhile, patents still continued being issued for new designs which could effectively fire rounds without harming bystanders or damaging property (although again these weapons typically required some extra skills/efforts once you got started!). However, by 1921 all such patents had been granted - meaning that anyone wishing to create a similar type of firearm now pretty much had unrestricted access to doing so!
In 1892, the American Association of Gunsmiths (now the National Shooting Sports Foundation) was founded to promote gun safety. In 1934, the National Firearms Act was passed which regulated firearms in the United States. This act established regulations on what types of firearms could be owned and how they could be used. The act also required manufacturers to make certain firearms safe for civilians and to provide a registration system for these guns.
